DIVISION
Objectives
01.
The Development of Health Manpower to provide quality health Care Services to the people.
02.
To improve the conduct and
discipline of all Public Officers attached to the Department
of Health Services.
03.
To improve the productivity and efficiency of the Health
Personnel.
04.
Conducting formal inquiries on the findings of preliminary
investigations
05.
Follow-up work on the reports submitted by the Flying Squad
Teams and Internal Audit Teams.
06.
Submission of reports and recommendations on appeals addressed
to the Secretary, Public Service Commission and to all other legally
formed Institutions like Human Rights Commission and Committee
on Public Petitions.
07.
To follow the Rules of Disciplinary Procedure.
Funtions & Achievements
Complaints and Petitions from the
General Public and Newspaper reports relating to all Departments
and Institutions under the Ministry of Health and Indigenous Medicine
are on the increase daily.
Wide Spread and developed print media and Electronic media
is the major cause for this situation.
Consequently, 2191 complaints and petitions were received
by the Investigation Division of the Department of Health Services
during the year 2000.
Out of these letters complaints and
petitions which had to be referred to the Flying Squad Division
were referred to the said Division and matters which needed further
investigations by the Internal Audit Division were referred to the
said Division.
Disciplinary action according to
the Flying Squad reports is taken by the Director General of Health
Services and the relevant papers have been referred to the respective
provincial Secretaries of Health Services in respect of those officers
who belong to the provincial Ministries of Health.
Disciplinary action relating to the
officers in the all Island Services is being taken by the Secretary
to the Ministry of health and Indigenous Medicine is consultation
with the Public Service Commission.
Action was taken to conduct preliminary
investigations very early in respect of complaints
and petitions received in the Investigations Division and
necessary steps have been taken to disciplinary action according
to the Preliminary Investigations Reports.
269 new files were opened to take disciplinary action during
the year 2000. Further
disciplinary action in 200 files was completed during the year 2000.
Workshop
A training workshop on conducting
preliminary Investigations was held on the 17th August
2000 at the Health Education Bureau under the patronage of the Secretary
to the Ministry of Health and Indigenous Medicine with 70 officers
including Deputy Directors general, Directors, Assistant Secretaries,
Administrative Officers, Staff Assistants, Graduate Trainees and
clerks.
